Hyvinkään Lämpövoima Oy – Pit Thermal Energy Storage

We acted as legal advisor to Hyvinkään Lämpövoima Oy in the company’s pit thermal energy storage project, in which Hyvinkään Lämpövoima is building the world’s largest pit thermal energy storage (PTES) in Hyvinkää, Kulomäki.

We assisted Hyvinkään Lämpövoima with the project’s work and installation procurement, which were carried out in accordance with the Procurement Act for Special Sectors.

In the project, Hyvinkään Lämpövoima is building a pit thermal energy storage in a decommissioned gravel pit in Kulomäki, Hyvinkää, Finland. The unique project is the first of its kind in Finland and will be the world’s largest PTES (Pit Thermal Energy Storage) facility. In this project, heat is stored in clean water kept in the storage by heating it with waste heat and electric boilers. Heat collected during the summer will be transferred to the storage for winter use, significantly reducing the need for fossil fuels. Annually, up to 90,000–100,000 megawatt-hours of heat will flow through the storage, which corresponds to nearly one-quarter of Hyvinkää’s total annual heating demand.

The investment is valued at approximately 33 million euros. Construction is expected to take about two years, and the storage is scheduled to be commissioned in autumn 2027.

Lieke’s core team comprised Partner Panu Vasama and Senior Associate Markus Pulkkinen, Senior Associate Henrik Koivuniemi (competition law and public procurement), Associate Toni Tainio (public procurement), and Senior Associate Michelle Merlich and Associate Otto Koskinen (projects and construction).
