Chambers Cybersecurity 2026

Rosa Lång, Joona Linner, Toni Tainio and Oliver Lönnblad from Lieke’s Data and technology practice have authored the Finland chapter of the international Chambers & Partners Global Practice Guide: Cybersecurity 2026.

The guide provides a comprehensive overview of Finland’s cybersecurity regulatory, governance and risk management landscape. The Law and Practice section addresses, among other things, the key EU and national cybersecurity legislation applicable in Finland, including the national implementation of the NIS 2 Directive, the Digital Operational Resilience Act (DORA), the Cyber Resilience Act (CRA) and legislation concerning the protection of critical infrastructure. The section also examines supervisory authorities, risk management obligations, incident notification and reporting requirements, as well as the role of cybersecurity in contracts, procurement and corporate transactions.

The Trends and Developments section explores current developments shaping the Finnish cybersecurity environment. Topics covered include the growing role of cybersecurity as part of national security and security of supply, the impact of geopolitical tensions and hybrid threats on corporate risk profiles, and the significance of supply chains, cloud services and third‑party relationships in managing cyber risks. The section also addresses the increasing sophistication of ransomware, rising regulatory expectations and the integration of cybersecurity into corporate governance and strategic decision‑making.

The articles emphasise that cybersecurity in Finland is no longer merely a technical or operational matter, but a central element of corporate management and risk governance. As noted in the Trends and Developments section:

“Cybersecurity has become a cornerstone of economic stability, national security and trust in digital services.”

The Chambers Cybersecurity Guide offers international businesses and advisers insight into how cybersecurity obligations and risks are addressed in Finland, and how they connect to broader EU‑level regulation and cross‑border business operations.
